Federal Council: the season to be decided on sporting merit
The FIGC President’s proposal voted in by a large majority: play-offs and play-outs in case of another suspension to the leagues, failing that corrective criteria (a weighted points system accounting for home and away games) will be used to decide the ranking, with relegations but without any league champion. President Gabriele Gravina introduced the meeting by underlining the fact that the goal has always been to finish the 2019/20 season, a goal in line with all of the international bodies, first and foremost UEFA. This approach was unanimously set out in Resolution 196 of the Federal Council’s meeting on 20 May.
Serie A and Serie B
With the exception of three representatives of Lega A, all of those present at the meeting voted in favour of President Gravina’s proposal to restart the Serie A and Serie B championships on the dates already outlined by each league. The actions to be taken in the event that the leagues are newly suspended are outlined below:
1. In the event that, due to measures relating to the COVID-19 pandemic, the league cannot be resumed on 20 June 2020 and there is no possibility of resuming activities on a later date in order that proceedings would be concluded by 20 August 2020, the Federal Council will define the outcome of the championship by using corrective criteria to adjust the league standings from the date of suspension. There will be no champion of Italy assigned and relegations will be carried out as normal, in line with subsection 6 of this protocol. The top three teams in Serie B will be promoted to Serie A and the bottom four will be relegated to Serie C.
2. In the event that, due to measures relating to the COVID-19 pandemic, the league cannot be resumed on 20 June 2020 but it is not yet clear whether it will be possible to resume the league and conclude proceedings by 20 August 2020, the Federal Council will assess the possibility of concluding the league using the standard fixture list or a different format (play-offs and play-outs). However, if a decision cannot be reached by 10 July 2020, the Federal Council will define the outcome of the championship using the corrective criteria set out in Appendix 1 to adjust the league standings from the date of suspension. There will be no champion of Italy assigned and relegations will be carried out as normal, in line with subsection 6 of this protocol. The top three teams in Serie B will be promoted to Serie A and the bottom four will be relegated to Serie C.
3. In the event that, after having been restarted with the standard fixture list, the league is newly suspended or one or more matches cannot be played due to measures relating to the COVID-19 pandemic, and as a result it is impossible to conclude proceedings with the standard fixture list by 20 August 2020, the league will be concluded by a different format (play-offs and play-outs), the exact format of which will be set out by the Federal Council at the time. Should it still not be possible to conclude proceedings in this method by 20 August 2020, the Federal Council will define the outcome of the championship using corrective criteria to adjust the league standings from the date of suspension. There will be no champion of Italy assigned, with the exception of the case that a team has already mathematically won the championship at the new date of suspension. Should a new suspension take place during play-offs or play-outs, any decisive results for promotion/relegation already determined will be retained. In order to decide any remaining promotion/relegation spots, the teams still in contention in the play-offs/play-outs will be ranked according to the league standings at the end of the regular season, as set out in Appendix 1 below.
4. In the event that the league is resumed with the standard fixture list, newly suspended and restarted a second time with a different format (play-offs and play-outs), then suspended once more due to measures relating to the COVID-19 pandemic, with no possibility of concluding proceedings by the deadline of 20 August 2020, the Federal Council will decide the result of the league on the basis of the league standings from when the normal fixture list was last suspended, using the corrective criteria set out in Appendix 1. There will be no champion of Italy assigned and relegations will be carried out as normal, in line with subsection 6 of this protocol, except in the case that decisive results have already been determined from the play-offs/play-outs already played.
5. In the event that the league is restarted with a different format (play-offs and play-outs), then newly suspended due to measures relating to the COVID-19 pandemic with no possibility of concluding proceedings by the deadline of 20 August 2020, the Federal Council will decide the result of the league on the basis of the league standings from when the league was originally suspended on 10 March 2020, using the corrective criteria set out in Appendix 1. There will be no champion of Italy assigned and relegations will be carried out as normal, in line with subsection 6 of this protocol, except in the case that decisive results have already been determined from the play-offs/play-outs already played.
6. In order to comply with the numbers of promotions and relegations set out by the federal rules at the start of the 2019/20 season and to avoid any consequent repercussions for the 2020/21 season, the number of promotions and relegations set out by the federal rules at the start of the 2019/20 football season for professional championships remains unchanged.
7. For all competitions in the 2019/20 season which will be resumed in line with this protocol, teams will only be able to use members as of 11 June 2020.
With regard to defining a format for play-offs and play-outs should they be necessary, the Council delegates its powers to the Federation President and its two Vice Presidents.
The Women’s Serie A
The Federation President met with the Council to discuss the views of Clubs and players on a restart to the Women’s Serie A season. Having reached the conclusion that it would be impossible to resume activities, with the same collective view reached at a meeting of the Clubs in the Women’s Football Division last Thursday, the Council decided to call a stop to the 2019/20 sporting season.
In order to determine a final ranking, the Division will apply the same corrective criteria valid for the men’s leagues.
Professional membership deadline dates for the 2020/2021 season
The Federal Council has established the following dates for the next sporting season’s transfer windows: 1 September to 5 October; 4 January to 31 January 2021.
APPENDIX 1
THE CORRECTIVE COEFFICIENTS IN ACCORDANCE WITH ART. 6 OF THE FIGC’S DECREE N. 196/A FROM 20 MAY 2020
In all of the possible scenarios where, due to measures relating to the COVID-19 pandemic, it is not possible to complete the 2019/20 season using the standard fixture list or a different format and the season is called to a definitive close, the results of the competitions, including promotions and relegations, will be assigned by the Federal Council using the latest league standings at the new date of suspension and the following corrective coefficients:
1) Each club taking part in the competition or group (in the case of leagues with more than one group) will be assigned a final score determined by the sum of the following three figures: (i) total points collected up to the final date of suspension (PT); (ii) the average number of points earned per home game this season (MPc) multiplied by the number of remaining home games (NPc); (iii) the average number of points earned per away game this season (MPt) multiplied by the number of remaining away games (NPt).
2) The projected number of points to determine the final order of the table will thus be calculated by the formula: TOTAL POINTS = PT + (MPc x NPc) + (MPt x NPt)
3) In the event that two or more teams are then level on points, a final order will be calculated using the following criteria in the stated order:
a) points obtained in direct encounters (only if all the teams involved have faced one another both home and away);
b) if the points won in direct encounters are equal, goal difference against opponents that all of the affected teams have played both home and away;
c) goal difference from direct encounters between the teams involved (only if all the teams involved have faced one another both home and away);
d) difference between average goals scored per game and average goals conceded per game in all of the league games played this season;
e) average number of goals scored per game in all of the league games played this season;
f) average number of goals conceded per game in all of the league games played this season (the lower the better);
g) random draw.
4) In the event that the league is newly suspended during play-offs/play-outs, any definitive results already decided by the play-offs/play-outs will be retained, and the Federal Council will use the league standings at the end of the regular season, adjusted with the corrective criteria set out above, to decide the positions of the teams still in contention for the play-offs/play-outs.
